The Quebec business immigration program is intended for high-income individuals planning to settle in Quebec.
The business people program consists of three components whose selection criteria are specific to each
1) Contractors
2) Investors
3) Self-employed
Applicants wishing to apply under the Entrepreneurs Framework must meet all of the requirements:
• Have the intention of settling in Quebec
• Have a minimum net worth of CA$2,000,000
• Have management experience
• Conclude an investment agreement
• Make a five-year term investment of CA$1,200,000
• Obtain enough points on the selection grid, i.e. 40 points out of 89
• Obtain a certificate of learning democratic values and Quebec values
Candidates who wish to submit an application under the creation or operation of an innovative business component must meet all the conditions:
• Want to create an innovative business in Quebec with the support of a support organization and operate it.
• Have received a service offer from an organization that is committed to supporting you
• The service offer must present:
1. The proposed support plan:
2. The plan of operations
3. A description of the expertise of the support organization
• Present your business plan
• Obtain enough points on the program selection grid, i.e. 41 points out of 85
• Obtain a certificate of learning democratic values and Quebec values
Candidates wishing to apply under the new business creation stream or to acquire an existing one must meet all the conditions:
• Coming to Québec to create or acquire a business
• Have a minimum net worth of CA$900,000.
• Present your business project in the form of a business plan
• Own and control part of the company’s equity at least 25% of the company’s equity.
• If you choose to acquire a business, you must own and control at least 51% of the equity in the business.
• Manage the business
• Acquire a business that has been in operation for at least five years
• Obtain enough points on the selection grid, i.e. 51 points out of 95
• Obtain a certificate of learning democratic values and Quebec values
Applicants wishing to submit an application under the Self-Employed Program must meet all the conditions:
• Come to Quebec to work there
• Have a minimum net worth of CA$100,000.
• Have the required professional experience
• Make a startup deposit
The start-up deposit is CA$25,000 outside the Montreal Metropolitan Community (CMM)
Start-up deposit is CA$50,000 in CMM territory
• Obtain a certificate of learning democratic values and Quebec values
• Obtain enough points on the selection grid, either 63 points out of 107 or 70 points out of 120 if you want to include your spouse
• Obtain the legal right to practice if you are self-employed in a regulated profession
